Justyna Orlowska
INTERNATIONAL: Manager Department of Innovation and Technology in City of Boston

I am an experienced Education/Technology Executive and policy expert, adept at scaling organizations. I established the GovTech Centre, serving as a federal innovation agency equivalent, that became the European Union's first cross-departmental task force focused on driving innovation in education, e-services, digital transformation, and public policy. My expertise in deploying software and formulating policies is enhanced by a deep understanding of European best practices.
I am passionate about leading complex projects that even the odds, foster DEI, and leverage data and disruptive technologies. I am actively engaged in non-governmental organizations and building partnerships. My background as an econometrist and finance professional is supported by experience and degrees from the U.S., Australia, and Poland. I earned my third Master's degree in Public Policy as a mid-career professional at Princeton. As a Product Manager, I led the creation and management of a technology institution, from idea conceptualization and market analysis to interactive workshops with clients and users.
I oversaw the entire product development lifecycle, including prototyping, securing funding, and managing stakeholder expectations, while also leading recruitment, marketing, and operations. I collaborated with UX/UI teams to refine product designs based on user feedback, ensuring the final product aligned with user needs and expectations.
